That depends on which course you are applying for. Since you have already completed your PG, I am assuming you are looking for a scholarship for M.Phil or Ph.D. You can apply for scholarships if you qualify for the merit list of institutes offering scholarships. I have attached a link with this post which covers scholarships offered in engineering, sciences, and humanities.

Hi Nivrutti,
The eligibility for B.Sc is as follows:
10+2 class passed with science (PCB) & English Core/English elective with an aggregate of 45% from recognized board under AISSCE/CBSE/ICSE/SSCE/HSCE or other equivalent board.
Students appearing in 10+2 examination in science stream conducted by National Institute of Open Schooling with 45%.
The student shall be medically fit.

I would advise you to continue your Bachelor's from your home country, but make sure that you must enrol in a 4-year program then apply for MBA in financial management.

That depends if there is a tie-up with your college and DAV College which permits lateral entries in the 2nd semester. You should check with the relevant authorities in your college whether lateral entries are permitted in the 2nd semester to another college.

Selection :
Admission to all the courses in agricultural science are done through entrance examination. These exams are conducted by the concerned institute/university.
Indian Council of Agricultural Research (ICAR), New Delhi conduct an entrance examination separately for graduate and postgraduate courses. The eligibility requirement for the exam is class 12th pass in science/agriculture with 50% for graduate-level courses, and 60% in B.Sc/B.Sc (Agriculture) for postgraduate level courses. General Eligibility Criteria
Indian national, as well as foreign nationals, are eligible for JAM.
Candidates applying for JAM should have Bachelor's degree as a qualifying examination degree.
The qualifying examination must be passed with minimum 55% aggregate marks (in all subjects including Languages and Subsidiaries, all years combined) without rounding off.
Candidates belonging from SC/ST category are required to obtain at least 50% aggregate marks, without rounding off.
In case of grading system/CGPA, the equivalence in percentage of marks will be decided by the admitting Institute.
