There is no formal academy benchmark to pursue HTML and CSS. Anyone can grab this course after 12th or even before. There are many institutes around which offer HTML and CSS training.
If we talk about scope then these are ultimate languages for a web designer and UI development. Indian Institute of Aeronautics is perhaps the oldest institute to give training for becoming Aircraft Maintenance Engineer or AME.
