Yes, a job offer from a Singapore registered employer is compulsory to apply for work visa. The employer itself applies directly to the Ministry of Manpower. Without a job offer letter no one can apply for applicants cannot secure a Singapore work visa.

There is very less chance that this will happen as the universities apply for Singapore Student visas. If the university accepted your admission then there will not be any issue. As English proficiency is part of admission eligibility in Singapore.

Students applying for a student visa in Singapore must provide a proof of financial stability in the form of a banker's guarantee or cashier's order of a minimum of SGD 5,000 (INR 3.2 L).

Further students must also possess the below documents to attain a student visa:
