Computer science engineering, equally covers both hardware and software aspects. Information technology engineering and software engineering has a lesser focus on the hardware aspect. However, this difference hardly matters as universities frequently keep updating the syllabus for each branch.
Unless and until, you get a job in a hardware manufacturing company like Intel, Logitech, etc. this little difference in the syllabus hardly matters. Most of the jobs offered is in the software domain. If you opt for information technology engineering, you can become a software engineer. If you opt for computer science engineering, you can become a computer engineer, which covers both hardware and software.
So, there is no need to compare the little differences between the branches. You can get admission in a good college in any of these branches. You should keep a percentage of over 70% without any backlogs.

To be an engineer, you need to have science with PCM (physics, chemistry, mathematics) background. So unfortunately, in your case, you're not eligible to be a software engineer.
However, If you had mathematics and computer as your subjects in 12th board examination, you can get for BCA (Bachelors in Computer Application), which is a 3 years course, followed by MCA (Masters in computer application) which is also a 3 years course. In case, you didn't have mathematics as a subject in 12th, then you can learn a course of your interest from reputed computer coaching institutes like NIITs etc.
