Hindi is a language native to India, hence courses are available here only. There is no possibility of pursuing the same abroad.

Find out the college based on preference. Ensure you have basic pre requirements, as set by the University or college. Apply through the admission process prescribed for foreign nationals. Get the offer letter from the college. Apply for visa at the respective embassy for the particular visa you are supposed to carry.

Hi,
You can apply on various sites of foreign universities for the Ph.D programme and apply for it. They provide with detailed procedure and eligibility for admission to Ph.D. programme. If you have any research proposal then start mailing the universities for the same. You will surely succeed. Good luck.

You cannot pursue two regular courses at once. You should be doing either one of them through distance. And for admission in Germany, I would suggest choosing a university first that you want admission in and then decide on what to do to be eligible.

Refer to Shiksha's study abroad website and look for the university you want to take admission in according to your eligibility. Then check whether they allow students to work part time.
