The Italian university issues a Letter of Eligibility for Enrolment. This is then used to book a student visa appointment at the Italian embassy. After arriving in Italy, they have to apply for a Residence Permit. That too within 8 working days.

Yes for bachelor's (1st cycle), master's (2nd cycle), and single-cycle programmes like Medicine or Architecture. PhD admissions in Italy are generally handled directly by institutions or national doctoral portals, not through Universitaly pre-enrolment.

Yes. Creating an account and completing pre-enrolment on Universitaly is free. Student visa and consular fees are separate. They are paid directly to the embassy or consulate.
