The question you are asking is very tricky. Please get a clarity about what subject you would want to pursue. If you get a subject you might not like in a great college. It might not be interesting and hence it loses its importance. So, get a clear idea of which subject you want pursue and then explore college options.

You have good scored in IELTS. Some of the Canadian university will take you on the basis of this score. You can try for Germany with this score. You will get the best college to do the desired course. Germany will be less expensive in terms of daily expenses and tuition fee as well. Thanks.

Canada Post graduation is two year programme. It will cost you around 18 Lacs tuition fees and living expenses another 10 Lacs. You need to take a bank loan and then only process it. You can apply for scholarships after you get your admission. However, purely based on your academic marks only you will be considered for scholarships. There is no cheap universities.

You can not compare two universities like that. Check weather they offer Ph.D. in your stream of study. Normally Ph.D. is a sponsored programme and you will get stipend. If an university offer this, that means an industry has sponsored this Ph.D. and only the industry is paying the stipend. That shows the university has direct industry tie up and that is the best you can try.

7 band is a good score. What is your individual score, you should have taken minimum 6 in all the four components. You are late for September intake. Now, if you apply you can get admission for January intake. There are some colleges opening in October, on which you apply and try.

No. IELTS General score will not be accepted by any university. Need to do only Academic module only. General module is meant for workers and for work visa and immigration it will be accepted. It is advisable to do a programme related to your experience. Yes project management is a good option. Given your experience you can also do your MBA.
