First, you should complete your Bachelors. By that time you will have a better idea of your interest and what to study and you can decide accordingly. If you have already completed your Bachelors then you can choose one as per your budget, career plans, etc.

Yes, there are entrance exams which are required to study abroad. The type of exam you must give will depend on what you want to study and where. GRE, GMAT, IELTS, TOEFL, etc. are some exams, the exact test which you must take will depend on the university, country and programme. You can research more on this by visiting university websites.

Any top university like Oxford would require you to be academically very strong. Therefore, you need to work hard on your academics and perform very well in your Masters. Since you want to do mass communication, you can also think about an internship in the same field and also improve your profile by doing some related project work, write in journals, freelancing, etc. You must also take the IELTS to study in UK. You must also visit university websites for a better idea about the know-how of the admission processes. You have lots of time. So utilize it to the fullest and prepare.

Yes, it will affect and the number of backlogs and attempts I am afraid is too high. You can still try applying and give your best shot. Check colleges under SPP, remember they don't accept more than 8 backlogs so competition will be really tight.
