The total tuition fees for the Diploma in Elementary Education (D.El.Ed.) at the Government Teacher Training Institute is INR 30,000. Your CTET certificate will be effective only if you are eligible at the time of result announcement. As you have an ATKT in the first year of D.El.Ed, you need to clear it in order to meet the minimum qualification criteria. If you clear the ATKT after one year of the CTET exam, your certificate should remain valid, subject to the fact that you become eligible retrospectively. Yet, certain hiring authorities might demand evidence of qualifications completed at the time of application for employment. It's always better to check with CTET authorities or your state education board for verification.

Yes,  Mathematics is an option in the CTET Paper 2 exam. CTET Paper 2 is meant for candidates who wish to teach classes VI to VIII. The exam consists of four sections: Child Development and Pedagogy, Language I, Language II, and either Mathematics & Science or Social Studies/Social Science. You may select Mathematics & Science as your subject.
