No, most Indian students are not eligible for the Melbourne Internatioanal Undergraduate Scholarship as it is restricted to citizens of countries with a GDP per capita of USD 10,000 and Indian is assessed above this criteria.
Indian students do have access to other Melbourne University Scholarships though.

All the Indian students going for the UG level at the University of Melbourne need to pay a minimum deposit of AUD 17,000 (INR 11.25L) to accept their offer and secure their place.
The deposit is higher than most Australian universities, where the deposit is just AUD 1,000 to AUD 3,000.
The University of Melbourne enrolment deposit of AUD 17,000 is to be paid at the time of offer acceptance and after the university receives it, they issue the Confirmation of Enrolment (CoE) which is required to apply for the Australian student visa.

The agent helps in the verification of your documentation before the university is able to process the application.
Indian students can check the list of verified agents on study.unimelb.edu.au before starting their applications.
