These days almost all states have put in restrictions on admission to engineering colleges in their respective states. Only domiciles can take admission. Of course some seats are reserved for NRI & some for FN's. Some states have certain seats reserved for all india quota meaning for students from other states. In Tamil Nadu its the Anna University which is designated agency. You will find all required information on their webpage.

I am afraid you are not eligible. Tamil Nadu allows only domiciles of the state to take part in the admission process of engineering colleges. But there are very good engineering colleges in Kerala also. You can seek admission in them. If I may ask why you want to take admission in a college in Tamil Nadu?

TNEA (Tamil Nadu Engineering Admissions) is not a exam; it is a counselling process through which you can get admission into the colleges affiliated to Anna University. You need to fill an application online and you can get admission based on your board exam marks.
