University of California Berkeley is among the top ranked universities. You are advised to take TOEFL instead of IELTS. GRE is not required for this programme in UC Berkley but you may need to submit a portfolio and have excellent academic standing. For more details please checj their webpage.

Some scholarships may ask you to submit essays etc. While for some you will considered for it at the time of application by default.
