The best ones to my knowledge include MIT, University of California Berkeley, University of Texas-Austin and Purdue University and Virginia Tech. You have to, however, check the university websites for all details.

Scholarships are commonly awarded on merit basis. The better your profile i.e. high academic grades, extracurricular activities, etc. higher are the chances of obtaining a scholarship.
