You have to shortlist the universities based on their admission requirements and your profile. There are many world renowned universities in USA such as MIT, Georgia Institute of Technology, California Institute of Tech etc. These are some of the most selective and not easy to get in. Take a look at the websites of these universities and see the requirements, prepare yourself well and study hard. As an entry process to US universities you must take the SAT and TOEFL.

It is a very good idea to do UG from USA (But I will prefer you to go USA for PG). Whether you will get scholarships or not it will totally depend on your academic profile and extra-curricular activities and family financial capabilities. Although it also depends on the university.

There is no concept of placement abroad. On campus placement is done only by Indian universities. UTDallas is a good university and has a good career assistance office. If you want to know details you have to check their website and write to them asking for alumni information, internship help etc.

Most scholarships are on merit basis. The university itself conducts exams if any but a majority of them offer merit based scholarship basis the student's academic grades, GMAT scores, work experience, extracurricular activities etc. You should visit university websites. Check the financial aid information of London Business School.

The best place to PG in civil engineering is IIT Roorkee. Of course, if you want to do it from abroad, then it's a different story. I feel there is nothing much to choose from since admissions depend on so many factors that if you depend on only one Institute, you may be left behind.
