Hello Ankur,
Animation is like cartoons, moving pictures and they can be drawn or computer-animated. Visual/special effects are things they put in movies to make things seem more real/intense than they are, for example, staging an explosion. Special effects are not a part of animation since you can do anything you want with animation (since it's not real). Special effects have to do with live-action movies and are designed to make the movie seem more real.

In India, many institutions do not know the difference between Game Art, Game Design, Game Programming and Game Scripting. Except one or two premium colleges, the others have got a very weak curriculum which is a mixture of game art, game design and game programming. Or merely game art course which is misinformed as game design course. The B.Sc, BA, BFA do not matter at all. Depending on which university has given the validation, the courses are named as B.Sc BA or BFA. 15 Years back, the answer for this question would have been "Anyone can study VFX. There is no strict eligibility criterion". But the huge development of Visual FX in India over the last decade has created a strong need for doing the course at a professional level either by starting early after +2 and enrolling for a Three Year Full Time Degree or after doing a graduation by getting into Masters Degree or PG Specialisation.
