No, a candidate will not be guaranteed admission in VIT he /she clears the VIT cut off. The admission is based on not just on the cut off, but the category in which the candidate falls, difficulty level of the examination, the number of applicants who have registered themselves for the examination and the previous year trends for the cut off as well. So yes, it is safe to say that only clearing the cut off will not guarantee or admission in VIT, however scuring above the cutoff will increase your chances in doing so. 

Counselling may be impacted if you have passed MET and VITEEE but your 12th grade report has not yet been released. However, based on entrance exam results, the majority of universities provide temporary admission. The cutoff for admissions will be prepared based on various factors related to the entrance exam. No, you cannot get ECE branch with 200000 rank as it is unlikely to secure admission in top branches like CSE, ME, ECE, especially at the main campus of VIT with a rank over 200,000 in VITEEE. However, you can consider trying for new campuses of VIT, although admission chances there are also very low. 

No, any virtual calculator or any electrical device is not permitted in VITEEE 2024 exam. If any student is found with any of these will be directly disqualified.
