Can I get ECE and MCE in DTU or NSIT with 19687 rank in JEE Mains as I belong to Delhi (general category)?

Go for DTU.
As DTU is one of the oldest colleges in India.
Also, PCT branch is very good and an easy branch.
You will get enough time for Masters/civil services preparation.

Can I get CSE in DTU? I had scored 71% in PCM and overall 81% in 12th. I didn't give JEE Mains.

I am sorry to say but you are not eligible for admission in DTU as you didn't appear for JEE Mains. Nothing can be done at this point.

Not really sure about the faculty members, but placement wise, ECE is very good. Many big firms visit the campus every year offering lucrative packages to the students.

Which exam do I need to qualify in order to take admission in DTU, JEE Mains or Advanced?

You need to only take JEE Mains to get admission in DTU and clear the respective cut-offs to get admission in different branches of DTU. Your JEE Advanced rank does not matter for admission in DTU.

If you really love maths and want to work on it for whole 4 years then MCE is for you otherwise if your interest is in electronics, circuits and semiconductor then choose ECE.
