B.Sc biotechnology admission in most of the colleges is through entrance examination such as Jamia Millia Islamia in New Delhi. Some colleges may offer it by merit as well. Here is list of colleges offering this course:

B.Tech biotech in DTU is a 4-year course and the direct admission is by JAC entrance exam or if you are diploma holder then eligible for lateral entry by entrance exam. The candidates seeking admission to B.Tech lateral entry programmes.
Must have cleared a State Diploma Examination of three years duration in any branch or any other examination equivalent, recognized by the Delhi Technological University with a minimum aggregate (aggregate of all six semesters / three years) of 60% (50% for SC/ST and 55% for OBC candidates.

The only way to get admission in DTU for Diploma holders is the entrance test that is LEET. I am a student of DTU, so as of now, no notice has been released but you can expect the application form out in the month of June and the test date will be in June itself. Result will be declared in July and admission will be done in the month of August.
