No one can confirm eligibility criteria but for outside Delhi students, there are only 15% seats of the total reserved for outside students in IP university & Delhi Technical University.

The eligibility criteria for seeking admission in DTU is 60% or more marks in the aggregate of physics, chemistry and mathematics. If you score well in JEE Mains, you have a good chance of getting admission in B.Tech.
