Is DSM a part of the prestigious Delhi College of Engineering or it is just using the campus to gain reputation as most people know DCE?

DSM came into existence in 2009 when DCE was given status of a State Technological University by government of Delhi. DSM is an integral part of Delhi Technological University and not just using campus of DCE.

Most colleges have a different provision for admission based on course, duration, type of course etc. You need to contact the institute officials personally for specific admission details as it differs from one college to another.
