For any Diploma course, the only eligibility criteria is good percentage in degree if you do it from a well-known institute.
Because, Diploma courses are short term I think there's no entrance exam.
After completion of Diploma, go for degree surely.
Diploma people get entry into 2nd year of the respective UG course in the same field.

It's very nice to know that you are interested in doing your MS from Germany. First and foremost your academic record needs to be best. MBA abroad require applicants to gain work experience on completion of their Bachelor's degree. Atleast 2 years work experience is required. Additionally applicants must take the GMAT or GRE and IELTS or the TOEFL to be considered for admissions. Few top ranked universities also accept freshers who have an exceptional profile. Career goals or MBA essays are an important aspect for the admissions. To pursue MBBS abroad, you need a minimum requirement of 50% in PCB at 12th board exams as per MCI norms.
From the coming year, NEET qualification might become compulsory as well.
You need to send your application to University, and after receiving invitation letter from university, apply for visa.

It's quite tough to migrate from one University to another. There has to be equivalence of course between these two universities. In addition. your college should be willing to allow you to migrate since it will be loosing fees from you. Process has to begin from the college where you are learning at present.
