3.NITs (excluding Puducherry, Agartala, Meghalaya, Arunachal Pradesh, Hazratbal, Sikkim, Manipur, Nagaland, Mizoram)

5.Good government colleges like IIEST Shibpur, HBTU Kanpur, PEC, DTU, NSIT etc
6.Good private colleges like Jadavpur University, BIT Mesra, Anna University, DAIICT etc
7.Another Good private college like VIT, Thapar, JIIT Sector-62, Manipal, SRM, LNMIIT etc

Prepare on your own. Don't rely on any coaching institute, instead get a good internet connection and start studying online. This will be the best way to study and get the most out of your time. What you need is to focus your class 12th books Basics. NCERT textbooks are the best for IIT preparation. Just go through the books very thoroughly and then finally give lots of mock tests etc. To get a nice practice.

Yes, you can appear for IIT-JEE examination after the completion Diploma of engineering or in the last year of Diploma. Through this examination you will be able to take admission in IIT in first year of engineering like a 12th pass students. You can choose any branch of engineering irrespective of your branch of engineering in Diploma. But it will be better for you if you choose the branch in IIT related to your branch in Diploma. Like you mentioned, you are keenly devoted to engineering, I advise you to take Maths as a compulsory subject because IIT JEE newly revised pattern of calculating scores considers your marks in Maths, Physics and Chemistry of Class XII. So, if you are interested in doing Engineering, you should take PCM + Optional subject.
