Well, I am not from the CSE department but I think I'll be able to answer this question. First of all, IIT Hyderabad, Indore and Ropar are the top IITs established in 2008. Also, as per the NIRF rankings of 2016 and 2017, IIT Ropar has been ranked as the 3rd best IIT of 2008. Yes, of course, you can. Just make sure that you have studied the subject you're attending exam of, for atleast 2 years (or 4 sems) in your graduation. Also the minimum percentage is 55% aggregate taking all subjects adding up through all the 3 years of your undergraduate degree. I don't know why others are giving wrong information that min. Requirement is 60%.
