Well, first to apply, you must hold a 4 year Bachelor's degree with very good academic grades. GRE is not always mandatory and you must take the GRE, only if the university asks for it. Check the university’s websites for the admission requirements including GRE. To obtain a scholarship, since they are competitive and merit based you must have a very strong academic profile including research work, projects etc. Full scholarship is a very difficult thing to achieve and particularly or international students.

Most of the institutes do not offer pure specialisation in Genetic engineering at the under graduate level. It is generally offered as a subsidiary I. e. along with other subjects like microbiology, biochemistry etc. In universities like Osmania University, Kakatiya University. Procedure is typically online but the requirements differ from programme to programme. You should check their website directly. UBC being the top most university in Canada is going to be competitive and selective. High academic grades, excellent projects, LOR, SOP etc. Will be evaluated. You must also check the GRE requirement, some programme do need a GRE.
The procedure for applying for admission in UG, Diploma or PG courses of mass communication varies among the institutions. It all depends on their admission criteria.
