If your category rank (OBC Rank) is 3032, then the IITs available to you are:-
1] IIT Dhanbad - Geophysics (5 Y)
2] IIT BHU - Bio (5 Y)
3] IIT Kharagpur - Applied Geology (5 Y)
Unless you need the IIT Tag to flaunt in front of your relatives and unless you have some specific interest in these fields or unless you are planning to work hard to get a vertical branch transfer, go for NITs on the basis of your Mains rank or go for a drop. If your Open Rank is 3032, then you have a lot to choose from: - (The best options in no specific order, according to me are chosen as there are 50 and more branches open)

Doing B.Tech in textile technology,

No difference engg. means just engg. either be or btech both are same. you can do btech also as I am doing from from Rajasthan. but I thinks B.Tech gives more practical knowledge than B.E. its yours choice finally goggle it

You can surely try this year for IIT-JEE Mains. For clearing Advanced you need to have 75% in class 12th or to be in the top 20 percentile. You can take a drop of 1 year, but you need to be very dedicated and committed towards preparation. Constant tests will give you an idea about your performance.

VIT University is an excellent option for doing engineering degree but it will take few more years to create brand image and reputation similar to legacy IITs and NITs. Even new IITs have brand image of an IIT.

IITs are the most sought after technical Institutes in India with international fame and brand. Students for IIT are selected on the basis of JEE Advanced. Legacy, IITs have the world class faculty, facilities and infrastructure. As best of Indian talent gets admission in IIT their placements is the best.
NITs were earlier known as Regional Engineering College. Though not as good as IITs, they are also excellent institutes for engineering. NITs select students based on JEE Main. In which field you are interested? You can choose either engineering or medical, so try to clarify your position, and secondly, placement does not only depends on your academic records. It mainly depends on your knowledge of the subject. IITs and NITs are the best brands in India, and also play an important role in shaping the future, but employment does not depend only on brand, it only depends on your capabilities.

IIT is very well placed globally. No university in India has the reputation IIT has globally. However, if you get admitted to an university like MIT or GeorgiaTech, then go for these.
