Basically, the student must have completed 12 years of education and should have obtained 50% marks in physics, chemistry and maths. Also student should be proficient in English language. n order to become an Income tax officer you need to apply for the Indian Revenue Services exam which is also known as IRS. The other way is to give a Staff Selection Commission Exam. To be eligible for the exam you should have completed a Graduation Degree from any stream from a recognised university. I don't get what you mean by reliable universities. Nevertheless to be accepted by Canadian universities you have to be academically strong, around 75% is required by majority of the top ranking ones. Good quality internship, projects, research work etc. will be considered. Your IELTS score is alright, so if you have a consistently good academic performance you will have a chance.

You may go for a degree in BBA from any good Canadian University or College depending on your 12th scores where the BBA degree would be for 4 years. Once you complete the degree, you may start working & go for MBA later securing good GMAT scores & work experience. For PR in Canada, you get to stay back period of 2-3 years with each degree you earn for working, which is ample time to file your PR once you are employed in Canada.

To pursue MBA irrespective of the specialisation, you would be required to complete Bachelor's degree (4 year degree if you want to study in USA), take the GMAT or GRE, IELTS or TOEFL and gain work experience of 2-3 years.
