It is all my personal opinion. For CSE IT. First comes the IITs. IIT Bombay being at the top. And, IIIT,Hyderabad at the 2nd position. Though I have heard coding culture and research at IIIT Hyderabad is much better. After that prefer IIT then some top NITs. BITS Pilani then IIIT Allahabad and Bangalore, Also IIIT Delhi. I would rank VIT at last as all the above mentioned colleges are government except IIIT Hyderabad and BITS Pilani. But they are top notch.

IIT's require GATE score for M.Tech in India, GRE is applicable to foreign countries. Your GRE score is good and have a good work experience, better choose for MS in a road that will help you to grow very soon. All the best.

People generally take a year drop for JEE but for IIT JAM exam we are little apprehensive. But in my opinion taking one year off can give you enough time to crack IIT JAM or even any other exam. It totally depends on you, if you want to be a little managerial as well as a little technical then you can go for MBA, as doing MBA would provide you with a plethora of opportunities ahead. You don't think you are quite late asking this. You should do class 12th and 11th course together. Means in day time either do class 12th and at night class 11th and vice versa. For IIT during doing class 11th and 12th course do questions for IIT too. By this you will be able to score good in IIT too.

There is no comparison between IITM and any other college as it is of high standards. You need to clear JEE Advanced for IITs. To know about the colleges which you can get, you may refer:

You cannot get the top ranking colleges like CEG and MIT but you can try for other affiliated colleges.

Yes, it's really good. It is good in terms of education and they provide good placements facilities. Just do hard work that will beneficial for you in future.

Level of education is very high and serious here. A guy would struggle if he takes it to be a stereotypical B.Tech college. Almost all the professors have masters and doctoral from the leading IITs of the country. Some of them have also went for research abroad.
Regarding placements, the first batch of electrical and civil engineering students graduated in 2017 and the first batch of mechanical students will graduate in 2018. Half of the guys sitting for campus selection got placed with a highest package of 8.5 lakhs INR pa. Those are really encouraging signs.

The exact college can be told only after looking at the cut-off list for 2018 as there are drastic changes in the cut-off throughout the years. However, you may get both in 1st, 2nd or the last cut off.

You have not mentioned your reasons of drop out. If drop out was because of poor performance then no Engineering college will give you admission. If your Performance was good, you may seek transfer to new college.

As you have scored 68% in CBSE, you are not eligible for JEE Mains. There are two things which I can suggest you:
1. You can prepare for IPU CET.
2. Along with JEE Mains preparation, you can apply for improvement, for improving your CBSE score to 75%.

You may pursue the same only after completing maths of 10+2 level if you have not studied maths at BCA level, for this you may opt NIOS on demand exam.

I am afraid your unique solution to do 12th again will not be able to work. This is so since it's the "first" passing year of 12th that counts. I feel you have lost the opportunity to seek admission in NIT etc. By choosing medical. However you can think of seeking admission in private colleges or deemed to be universities where this constraint does not apply.
