You can apply to a lot of colleges actually. The thing is first you should prepare a list of colleges in which you are interested in. Then check their websites for the cutoffs and then compare it with the score that you got. If you have cleared the cutoff, you can apply to that college.

GMAT is "easier" than CAT w. r. t. the no. of concepts tested. GMAT tests a finite no. of concepts but it's tricky w. r. t. to the standard/level of questions that are asked. Quant is more difficult in CAT than in GMAT. Verbal is more difficult in GMAT than in CAT. So, as per your individual strengths and weaknesses across different sections, you may find one of the tests easier than the other. Besides, GMAC (the organisation conducting GMAT gives away 2 full-length GMAT tests free. So, you can take one of these tests to figure out where you stand.

Well, good colleges will always have cutoffs mentioned for the courses. So, if you have cleared the cutoff, you can definitely apply. As for the OBC Category, it applies to only MBA and MHRM, as it comes under the University. PGDM is autonomous, that is it is run by the college itself without any assistance from the University. So, OBC reservation will not apply for PGDM.
You could begin with brushing up your GK and news like Oscars, Noble Prizes, different M&As and Takeover, etc. Also, start with current affairs and in detail and rest is the same. The main scoring here can be done in GK and that would create an edge for you. Focus on GK and current affairs. Rest verbal quants and DI/RI can be focused upon.
CMAT is held twice a year i.e. September and February. September attempt fetches good results as per the trends. I advise you to give both attempts.
