Hello Amruta,
The competition in OBC category is very intense. Even if you are qualifying for admission, your score is very low in JEE Mains. With this, I feel you have minimal chances of admission.

Yes, if you have equivalent Diploma in the same branch which you want to pursue. The admission process however is centralized for entire state and is under ACPC. You have a great CGPA in diploma go through ACPC site.
