Of course, it is applicable. D. El. Ed certificate from DIET centers from any part of India is acceptable. The certificate that values not from which state. You can apply anywhere in India.

No, you won't get any seat. 91 is very less. You should get minimum 100, then you can just hope only not assured. That's also in lower colleges like BBEC, BVEC and JIST.

In Andhra, there are some good colleges if you get rank below 10,000. Those selected colleges are very good
but as it is university it also good.

Yes, you will be able to apply after 2 years for M.Sc. You may be asked to produce an affidavit stating your reason for gap, but that can be easily managed.

There is no such restriction on General category students that they are not eligible. General category students generally have to score more to be eligible but even that criteria is very relaxed. AUS conduct their entrance exam for which you can refer here :- https://www.ausadmission.in.
