Yes, Rabindranath Tagore University provides BA and B.Com. But, I am not sure about the Open Mode but if you have any special condition like you are doing a job or any other reason, then you should contact the college management about this.

You haven't specified your Bachelor's programme. But, still it's always better to take something that's somewhat related to your Bachelor's. It helps you in your future. Some people take Masters that's not at related to their Bachelor's this creates lot of confusion for employers and other problems as well.
