No, it's not possible. Diploma is a regular course so you can only do a course in distance mode along with Diploma.

Eligibilty criteria to seek admission in BEd in majority of Universities such as Delhi University is as follows:
Category-I: Candidates with at least 50% marks in aggregate either in Bachelors Degree and / or in the Masters Degree in Science / Social Science /Humanities/ Commerce or any other qualification equivalent thereto are eligible for admission to the programme.
Category-II: Candidates with at least 55% marks in aggregate in Bachelors Degree in Engineering or Technology and specialization in Science and Mathematics with 55% marks or any other qualification equivalent thereto are eligible for admission to the programme.

Eligibility criteria for MCA by distance learning from PTU is that candidate must have passed any recognized Bachelors degree of minimum three years duration with Mathematics/ Statistics / Business Mathematics / Business Statistics / Quantitative Techniques as Compulsory/ Optional/ Additional Paper as one of the subjects either at 10+2 or at graduation level. Or Have passed BCA course of minimum three years duration from any recognized University. If you meet above stated criteria then only you are eligible to seek admission in MCA.

I do not think you will be allowed to appear for 1st year exams if you have already cleared the exams. However, under special circumstances improvement exams are allowed by institutions to their students. You should get in touch with the appropriate authorities and check if you will be allowed to appear for the exams again.

My suggestion to you would be that you complete your course in BA, and after you have completed your BA you can pursue a course in computers. There are many Masters courses which you can pursue or if you want to start from scratch you can do that as well. Courses in computers available to you after you complete your Bachelors are as follows:
1) MCA
2) M.Sc. (Computer science)
3) M.Tech (CS)
4) BCA
5) B.Sc. (CS)
6) B.Tech (CS)

I would suggest you secure a good CGPA in BA economics and then apply for Masters in political economics. Many colleges require a minimum pass percentage of 55% in Bachelors and few reputed colleges also conduct entrance exams for admission into their Masters courses in economics.

First you should decide what you want to do: BA or appear for the UPSC exams. If you are aiming to do BA economics you should try and score high marks in your 10+2 level examinations so that you are eligible to gain admission in BA economics in a college of your choice.
If you are interested in the civil services, you should devote yourself to studying for the UPSC exams,as this is no mean task. You will have to study at least 8-10 hours a day depending on your capacity to grasp different topics.
