Subjects to be taken in B.Sc computer science are:-
1. Digital computer fundamentals(DCF).
2. Design and analysis of algorithm(DAA).
3. Data structure using C(DSUC).
4. JAVA.

No but you can take a chance, ring up the admission department of the institute and ask your query. Perhaps you may become successful.

Lateral entries are normally granted to students who have a good academic track record. You should check with the admission authorities of your college for minimum qualifications required to apply for lateral entries. Also, before you give up your seat in the current college, make sure you secure a seat in the target institute for B.Sc. in computer science.

Documents required to apply for lateral entry are most likely decided by the institute from where you are leaving. Normally a transfer student would require a transfer certificate, pass certificates for previous semesters and approval form the former college. I have provided you a link of Calicut University. B.Sc graduates have a wide variety of options available in terms of topics, subjects and field. They have an option to pursue a post-graduation degree in their respective field. Students can also join non-science master degree courses such as animation, management, journalism, computer technology, etc. after the completion of B.Sc degree.

To be very honest, life doesn't end without getting into an IIT. So if you want your brother to start a fresh with B.Tech. In IIT I'd say, it's really not a good option. Answering the question, first of all IITs do not entertain mid program joining so he'll have to start fresh. Second, if he really wants to enter IIT whatsoever then he should prepare for the JEE Mains and Advanced, get a rank and Kudos. He is in IIT. But he still has to fight, life is no simpler in IIT and the struggle is real.
