JEE Mains rank predictor is an online tool which predicts the candidates rank range and probable colleges based on the difficulty level of the examination, average marks scored in JEE Mains and seats available in IITs, NITs, GFTIs, and other SFTIs. Yes you are eligible for applying in government eng. Colleges in Pune for B.Tech, even if you are doing Diploma in Gujarat.

As per the norms of GLA University, if you want to opt B.Tech CS with specialisation then you need to pass 10+2 examination with physics and maths as compulsory subjects along with chemistry or computer Science. With at least 60% marks in above and 50% overall. So according to this, if you have scored 57% marks in PCM, then you are not eligible for this course. But if you have scored 60% marks overall in physics and maths along with computer science then you are eligible for this course.

I'm sorry to say that you won't be able to get in any kind of government college because until now no college has taken students with more than 3000 rank. I don't know about Haryana government colleges closing limit, but if you want then you can apply there.
