Sorry Jaydev, you're not eligible to get admission in CSE at St Andrews college because you've completed your Diploma in civil engineering, so you must choose B.Tech CivIl in B.Tech.
There is no chance of getting CSE.
Students should take the branch in which they have completed Diploma, it's the rule.

Yes, you are eligible for any government job and there is no such criteria that only government college students get government jobs. Anyone having talent and experience can grab the jobs.

There's no such free seat. You can get a seat under government quota if your CET rank is below 18k for General and below 26k for reserved categories.

70% seats open through JEE and rest with 10+2 merit. You need to have qualified JEE exam.

Hi,
Since in JEE Mains 2019, your percentile is quite low, you have mere chances in getting admission MITs by merit seat. Also, you may get admission in MITs by management seat. The management fees is a bit higher for MIT than VIT, because the college fees per annum is almost 1 Lacs more in MIT than VIT. Almost all the colleges give admission through management quota. Have you wrote the JEE Mains April exam.? If you have a hope of getting a good percentile in April exam, then that would get you more chances to get admission in MIT.
