To the best of my knowledge and research, ISRO does not offer a B.Tech course, instead you need to apply for IIST (Indian Institute of Space Science and Technology) which offers a B.Tech program keeping in mind the ISRO requirements.
The Indian Institute of Space Science and Technology, Trivandrum offers three under graduate programmes leading to 4-year B.Tech. degree in (a) Avionics, (b) Aerospace Engineering, and (c) Physical sciences. Well it is not advisable for you at this stage to pursue Bachelors from Germany, as you have to go for a 1 -1.5 year bridging course or you have to give an entrance exam conducted by the German university or you have to complete 1 year Bachelors in India.
So, as a friend, I would advice you to complete your bachelors in India and then pursue your masters from Germany.
However as you have asked, I would like to say that there are few institutes offering Bachelors in Automobile/ Mechanical in Germany.

* Eligibility Criteria for Lateral B.Tech :
You need to score minimum aggregate of 60% marks in the diploma course. You need to sit for Lateral Entry Entrance Test or LEET which is conducted at state level. Some colleges and Universities too conduct their own lateral entry tests.

To pursue B.E. / B.Tech :
- You need to complete 12th with minimum 60% (Physics, Mathematics and Chemistry) from recognized board to join good college. However, there are colleges which take students who have scored 45% - 50%.
- Your age must be between 17-23 years.
