Yes, you can. Pursuing Masters in any related subject you want is possible. Bioinfomatics and material Science are two different topics. Material Science deals with study of different properties and behaviour of materials.

No you can do B.Tech CSE because Physics and Mathematics are the compulsory subjects in 12th, while any one from Chemistry/ Biotech/ Biology etc.

B.Tech lateral admission criteria is varying according to Colleges. Some of colleges are conducted their own entrance exam, while other are admitting directly. Engineering colleges located in Maharashtra and Tamil Nadu are directly admitting students in B.Tech 2nd year through Common admission process. While colleges like DTU, TIET and Colleges located in UP and West Bangal conducts their own entrance exams for B.Tech lateral admissions.

You will have to first decide which country you are interested in. Then you have to look into the universities that offer the courses that you are looking for. Then comes the part whether you are eligible to apply according to their requirements. These requirements can include IELTS TOEFL, GRE scores if required by the university. This depends on the university actually. They may certain criteria regarding academic qualifications. I would suggest you check out the websites of the colleges or universities that you are willing to apply for in Canada and ask them directly about this. They will respond quickly.
