There are low chances to get a college with your JEE Main rank and hence you can try for colleges with your board exam marks or via any other exams.

I don't know why did you choose civil, if you want to take robotics? Robotics is quite based on CS and programming, I advise you only with civil to choose your career to robotics.

After completion of B.Tech, you can pursue M.Tech in Agriculture which includes study like crop process engineering, firm machinery and power, soil, water conservation, etc. A Ph.D. degree of three years is also offered at IIT Kharagpur, Indian Agricultural Research Institute (IARI), New Delhi.

You won't get seat in JNTUH with 28000 rank as it is very high and it doesn't meet the eligibility criteria. So try for another college. All the best.
