I don't know the hostel fee of BRABU because when I join the college the hostel of my college is closed by the University.

No there are not any reserved seat at BRABU all the seat are alloted to the students with their actual performance with the interface exam.

BRABU is a public University located in Muzaffarpur. It provides distance and regular both of these courses. The highest of BRABU (Babasaheb Bhimrao Ambedkar Bihar University) is around 9-10lakh and the lowest package is around 3-4lakh per annum which looks good.

No, not a good NIT, you may get lower branch in a new NIT ( depending upon the counselling) but still very less chance
You may get GFTIs CSE, just go through some previous year cut offs
As you are a sc candidate, you can get a good government college even at this rank
or
take a drop year and try again.

Admission to LL.B. At Patna law college is based on entrance exam the last date to apply for which is 9 May ( generally) and entrnace exam date is around December.
