If you plan to pursue your Ph.D, you must write to the particular department of the universities, submit your research proposal along with your mail. If they like what you wrote they will contact you. One of the most crucial part of a Ph.D applicant is to keep communicating with the universities. Do not expect a prompt reply.
Ph.D will lead to a research, academic and teaching career. You must hold a Master's degree, a few publications will be helpful and demonstration of research inclination is a must. Initially start researching on the universities itself if they offer research topics on your area of study/work.

You may consider McGill University, University of Alberta, University of Calgary, University of Manitoba and University of Toronto for MS Genetics. Admission requirements may vary. Most universities require applicants to have a minimum CGPA of 3.0 out of 4 and some experience (paid or voluntary). Have you decided the Universities you plan to apply? Universities have their own scholarship schemes and awarded to candidates on the basis of merit. There are various categories such as country specific, course specific, etc.
I will suggest you to first check the websites of the universities as scholarship and funding information is available therein.
Please free to write back for any queries.

You must find Universities accepting three years Bachelor degree. Most universities in Canada require a four year Bachelor degree. Secondly, admission requirements may vary with Universities. On the basis of your academic grades you may look for SPP colleges. However, you will find limited options for PG diploma. Research on some colleges and Universities to understand the admission requirements and even write to the Universities.
I hope this helps. Please feel free to revert.

Please specify your academic background and intended area of study for better guidance. Simply doing a course won't get you a PR. It is important that you know your future plans and academic interests too.

Yes, Germany does have scholarships where your entire fees are waived off, however your current academic scores do not offer much chances. Even without scholarship fees in Germany are very low and cost of Masters even with stay may be less than doing it in India.

You can totally look forward to go for McGill university. Your IELTS score is good but it would be more good, if you score well in GRE too. The university has a compulsory GRE score criteria. Good luck.

Giving the best college for your profile, would need information on your academics and work experience (if any). You can look out for the course curriculum of the colleges and location, then finalize the best college.
