The scholarships comes in different forms at universities at Masters level:
Research Assistant ship
Teaching Assistant ship etc.
The RA & TA is awarded to academically promising students.

You have to follow up with the career cell of the Canadian university. Reading articles on this also gives a fair idea since it's a subjective thing. As not everyone joins in similar range, you may well connect with graduate advisers of the universities you are interested in.

I want to confirm if you are looking for MHA as in Masters in hospital administration or Masters in hospitality management or hotel administration. MHA is the common abbreviation for Masters in hospital administration or Masters in healthcare administration.

If your graduation was of four years, maximum number of backlogs they would accept is eight. However, there is no surety even with less than eight backlogs. High commission evaluates each mark sheet individually and carefully. If you have more than 4 - 5 backlogs, it is advisable to not to take the risk.

It depends on your profile.
MS courses usually require a very strong academic profile with minimum GPA of 3.5 at Canadian universities.
In case of diplomas, you can get admission to good universities with minimum percentage of 65% (approx).
The reason being that the MS courses are very academically rigorous, which diplomas focus a bit more on the practical aspect as well. So, the ultimate choice depends on your profile, as both courses can lead to well-paying jobs.

You can apply to the top universities for computer science namely University of Toronto, McGill University, University of Waterloo, Queens University, University of British Columbia and University of Alberta. If you are looking at PG Diploma courses, you can apply for wireless telecommunications, wireless networking, etc. These are practical learning oriented courses. For Masters, you can apply for MS electrical engineering and choose a specialisation in telecommunication.
