You can apply for Canadian colleges and universities. But make sure you do not apply for SPP colleges. There is a high risk of visa rejection under SPP category if you have gap of more than 2 years after 12th standard.

Admission criteria varies. General criteria is that you must complete 10+2 in science and having pursued medical related subjects such as Biology. Being an international student, you must also take IELTS or TOEFL. Generally, a first class is expected. You must check individual universities to know the entry requirements of separate colleges. If you are interested in cooking, you can opt for a hotel management / hospitality and hotel administration program instead of a short term cookery course. Hotel Management programs do have culinary courses included in the curriculum. It is important that you follow you interests and passion. If you have heard about the UK work permit issues, you will know that Canada as of now is a better option. International students are granted work permits of 2-3 years and also have options to apply for PR. You must however have necessary credentials and skills to get a job.
