Both these colleges are good by considering their reputation and quality. But the only problem is their batch size. The batch size of IBS is 930 and BIMTECH is 405. So there is going to be a high competition at the time of placement. Also it is not possible for them to place all their students in a good profile or even to give 100% placement. I am not saying that you will not get placement but you need to work hard to get a good company, salary package etc. So join if you have the confidence that you are going to do hard work and will be in the top 20% of the students studying there.
The other options are
1)BITS Pilani
2)We School Mumbai

The last year cut off was 73 percentile, this year it will be around 75 - 80 percentile. Selection of candidate lies at the discretion of the admission committee. Also depends upon the number of candidates applying and also their percentiles or CMAT scores whichever is applicable.
You may apply for it.

Yes definitely you need to appear for MAT. Your score in CAT is very low. It is not possible for you to make into some good B-school with such a low score. But if you appear for MAT and crack it then definitely you might develop bright chances to get into top B-schools.
All the best.

In 2013 and 2014, CAT cut off for OBC in NITIE was 75 but in 2015 it was 85. So, the cut off mainly depends on the number of applications receives. So, if you are lucky this time i.e. in 2016 the cut off will be 75 again. So, there is a chance for you. Don't lose hope.
All the best.

Some of the top tier b schools from where you can expect a call for GD/PI are:
1) BITS Pilani
2) We School Mumbai
3) IIFM Bhopal
4) NIT Trichy
5) BIM Trichy
6) BIMTECH Noida
Note: See, your chances are low to get into these B-schools but don't be hopeless. There are people who made into these B-school with a score of 75% in CAT'14 after performing well in GD/PI.
So, before considering some other colleges, give out a try in these colleges. All of them are top tier colleges only.
All the best.
