It actually varies from state to state and university to university. Some universities have separate entrance exams whose scores are counted for the admission. Some prefer Physics, Chemistry and Biology marks. It also depends on what course you are looking for, B.Sc or BE/B.Tech. If you can be specific with what course you want to apply for and also in which location, I can guide you better.
Best wishes.

You have not mentioned your stream which you opted for in 12th class, so it is difficult to suggest you something but to become an IAS officer, you need to be a graduate or studying in the last semester of graduation course, the stream doesn't matter if you have a degree, you are eligible. Most subjects included in UPSC are of humanities stream so you need to be good in that particular portion and there will be a paper which is concerned to your subject that you have studied in your graduation so you need to put quite a hard work.
All the best.

No, if you are not good at maths, economics is not for you either. However, if you like economics so much, that should motivate more interest in maths. From what you describe, I do not think you are poor in maths. Your learning experience in high school was not pleasant, but that should not be a reason for you not to try again. Try approaching again with a fresh mindset and you may find yourself turn over a new leaf with maths.
And
No, without mathematics as main paper, you are not eligible to get admission in Economics (Hons) course in best colleges.
As in Delhi University and other best universities, it is necessary to have mathematics
