Yes, you must have 75% marks in 12th to get admission in NIT or IIT. So if you have already passed 12th with less percentage, you must immediately appear for improvement.

Firstly, don't worry. Not passing NEET is not end of life. There are plenty of opportunities. You can do Nutritionist course. You can think of doing B.Sc Ot or PT.
