Your marks in 12th are not going to help but your marks in JEE Mains only will count. With 200 marks you have a reasonable chance of getting admission.

Hi Omkar,
For IIT, you must score atleast 75%. For any average college, atleast 60% is required. You can further check on college websites for the eligibility criteria.

Hi Jyotika,
If you want to do a degree course in French, you may pursue Bachelor degree in French language. JNU is one of the best. Or you can check diploma programs from IGNOU, Pondicherry University, etc. You should also check this:

Yes, of course, you can apply abroad. You must meet admission requirements which differ for different universities and programs. International students must take IELTS or TOEFL too. First, you decide what to study and where.
