Hi Deepanshu,
It would be very hard to say which board is tough or easy. But if you go for CBSE board, you would be better placed as the syllabus is common throughout the country. Moreover, the maths and science syllabus of the CBSE board is in sync with IIT JEE and other competitive examinations. But if your focus is more towards state engineering entrances, the state board would be better as it will cover the maximum syllabus of the exam. For commerce students, CBSE is always better as it has produced all India toppers in this stream plus the undergraduate courses are based a lot on CBSE pattern.

For CAT, you must have 55% in graduation if you belong to general category. In 3rd year, you can give CAT and for this, you should be good in all the areas i.e. quantitative aptitude, logical reasoning, data interpretation, verbal ability and reading comprehension.

There is a quota for NRI students. Application forms for admissions under this quota can be obtained from the Administrative Officer, SSN Trust, 211/95, V.M. Street, Mylapore, Chennai 600004.
You may refer the link below for the eligibility criteria :

The fee structure will be huge around 6-7 lakhs INR per annum or even more as it is a self financing college.

Well, you can take the exam again or if you have passed all other subjects and failing only in two subjects then you can do engineering or any other course.

Not readily, they will hesitate to accept if you did not have a good academic record. You must write to a few universities and check. This applies to all the countries and not just UK.
