CBSE has scrapped its re-evaluation process from this year onwards. You can only apply for verification of your marks. Please check with your school and they will guide you.

If you are confident of yourself then go for re-evaluation. Simultaneously, you can appear for JEE Advanced if you have cleared JEE Mains. Appear for WBJEE too.

Yes, you can. You will also have a chance to appear this year, it is better you attempt your improvement this year too, if required or your scores did not improve you may attempt again in 2018, which would be the last chance.
