Many of my seniors told me that Germany is the best for mechanical engineering.
In my opinion, it's better to do your Bachelors in India and go abroad for Masters. This is just my personal opinion.

Generally you cannot apply after a diploma, you must complete the first year of a Bachelor's degree in India.You can check DAAD DELHI website and check and also get in touch with them to study in Germany.

Both M.Tech and MBA are good career options after engineering graduation degree. M.Tech will make you a specialist in chosen field and you can make career as a technologist. You may seek admission in M.Tech if you are technically inclined. If you are not technically inclined then you may opt for MBA and become a generalist. Currently, scope of MBA is wider but slowly industry has started paying good salaries to technologist also

You can try for an elite national college. You'll land up getting clearance for a loan. most people in India go for further education based on loans. Or if you try for foreign university, you can try for scholarships as well.
