No, Ujjain engineering college is not that good for doing BE in chemical engineering. If you want to do Chemical engineering, do it from some other college, the placement here is also not good.

Yes, UPES Dheradun is one of the good private college in India Chemical Engineering is one of the good branch here so you goo without any hesitation placement record is also good here.

In my opinion, IIT-K is better than IIM. Further, it's your choice.

Talking about placements from average students point of view, opportunity is given to everyone equally whether he is an average student or not, but it depends on student himself, whether he is capable of grabbing that opportunity.
