With the marks you have mentioned, I feel there are only very slim chances of getting admission in any government college. However, you may get admission in one of the private colleges.

What will you do by knowing a historic figure? ICT is a very premier institute and you need to be in 95+ percentile in the MHT-CET to get admission there.

You can take admission for chemical engineering through JEE Mains or state entrance exam.

Yes, you can pursue B.Tech in chemical engineering. You can get admission through lateral entry. There are seats available for B.Sc students. You will have to appear for lateral entry exam conducted by each state university. The name of the exam conducted by Uttarakhand University is UKSEE.

In all India ranking by different agencies, this Institute has got good ranking. Therefore, it is obvious that you will require better marks to get admission in this college. A score of more than 250 should be enough.

You have got excellent scores Diploma exam. I feel you will do well and get lateral admission. However, if this does not happen, you can appear for CET / JEE Mains for pursuing engineering>

ICT is a premier institute and hence, one needs to be in almost 90 percentile bracket to have a chance of getting g admission there. Cu-offs for both the years are now 4000.
However, if your aim is to get admission there, you must be preparing well for MH-CET. Have faith in yourself and prepare well.
